The partition walls I have built have been made of wood. You simply lay out a base plate on the floor, measure how long the vertical studs should be (subtract for the top plate), and add a few millimeters so that you get some tension in it.
I should add that the walls I have built in that manner have been in apartments with concrete floor slabs. You should check what kind of ceiling you have so that it is not damaged.
