part of the upper floor does not align with the lower part

I wonder if (and if so how) it is possible to let the upper floor part of a 1 1/2 story lecablock house not align with the walls of the lower part. I hope you can see from the picture what I mean.. The upper floor's wall (corner) extends over the garage.

Works fine, but requires the use of beams/columns/strong joists.
An engineer can solve this for you easily.
Of course, it costs a little more!
