I am going to convert a shelter into an office. The plaster on the walls is coming off in some places. My question is:
What is the function of the plaster, would it work if I removed everything loose and applied the paint directly or a primer first? Or do I need to plaster again?
I mean primarily from a moisture perspective, the aesthetics are not considered here.

it makes the wall look nicer. probably there is a bit of moisture in the wall.
