I am renovating a 1970s house. The board material in the walls is particleboard about 12-13mm. Is there any disadvantage to keeping the particleboard and plastering over it? Or should one replace the particleboard with OSB? Particleboard has significant moisture movement. I thought that OSB might not move as much.

If you don't notice any problems with the chipboard now, it's likely there won't be any in the future either. Unless I misunderstand what you mean.

Where there is only particleboard without plaster on top, it moves a lot. It seems like any plaster on top would be affected by the movement of the particleboard.

Rather the opposite. Particle board on the wall is mounted edge to edge without expansion joint and sometimes edge-glued tongue. OSB often with an expansion joint. There's a reason that OSB 1200 is 1197mm. 😉
Keep the particle boards.
