Nail panel for indoor ceiling

Hi, I am going to install a new ceiling by nailing up fine-sawn panels.
The panel should be installed as overlay and underlay. See the attached drawing.
I would like to use 45 * 45 as a nail board to make room for insulation, but I am wondering about one thing. Is it wrong to use 45 * 45 as a nail board? I see that 28 * 70 is often recommended as a nail board. Why?

45x45 is excellent if you are going to insulate.
28x70 builds less and is cheaper, which I guess is the reason why it is "usually" used as battens. It is also a bit more forgiving since you have a 70mm surface instead of 45 to hit with the screws.

Partly to be able to install ceiling outlets where I want them, bring out outlets so you can have window lighting. A thought that has crossed my mind is whether one should take the opportunity to insulate at the same time? There is a floor above.
