Yes, it's difficult, and sometimes impossible. For us, it's impossible. All old houses are often renovated and extended many times. There are layers upon layers, often with perfect air gaps for rodents. However, it's the only effective way to keep them out. Traps and poison are a Sisyphean task, which only slightly reduces the damage, but it doesn't eliminate it by a long shot. We have an old farm in the countryside, with horses, and an enormous rodent pressure. When it comes to rodents, I have a very good understanding of what they are capable of (unfortunately).
Modern construction, (for about 70 years), is completely useless regarding rodents.
