Mount curtain rail to ceiling made of lightweight concrete

I'm having some issues with one of my curtain tracks that I've attached to a lightweight concrete ceiling. In hindsight, I would have preferred to attach it to the wall instead, but what's done is done, and I'm wondering if there's a way to salvage the situation. I have two curtain tracks where the one with lighter curtains holds with the plugs and screws we used, while the other curtain track with heavier blackout curtains did not hold.
The problem is that the holes have expanded, and both the plug, screw, and some ceiling material have come loose. I'm considering whether, for example, some type of filler or similar could be inserted into the holes and then use a larger plug to make it hold? Or should I look for a special plug? I've looked a bit at plugs that are hammered in and would gratefully receive any tips I can get!

The easiest way is to fill the hole with glue, such as "No more nails", insert the plug, wipe away any excess glue that seeps out, and wait for it to set before screwing. This assumes that the included screw and plug are of sufficient size to support the curtains.

Hi! Can't you drill new holes in the rail and mount it again, then you should be able to cover the holes, right? And screw it with lightweight concrete screws or coarse wood screws. If you find a suitable lightweight concrete screw that fits the rail, it should hold like a rock then.
There are lightweight concrete screws that can be screwed in without a plug, which are good. Beijer in my area has a good selection. Regular drywall screws without a plug often work better than plugs and screws or nail plugs in lightweight concrete, in my opinion.
For the existing holes, it usually works to insert a plug with filler or something like no more nails and let it dry completely before inserting the screw.
