Identify 60s detail in our house..

Hello,
We have a somewhat special house built in 1964. Unfortunately, we don't have access to the man who built the house, but we understand that he liked unusual details in the construction and also smart solutions.

But we can't find any logical explanation for what this detail in the stairwell was intended for..

My wife's best suggestion is (a bit jokingly) that he had a crane in the staircase.
Can anyone come up with any clever use he might have had in mind?
