How would you work here?

We are going to paint and wallpaper in a staircase and also replace some moldings. But the problem is the working position. Between the corners in the staircase, there is a 1-meter difference in the steps. T ceiling height at the highest point in the staircase between the ceiling and staircase is 4.5 meters. Is there any scaffolding or ladder that is good to have for working in a staircase or any other good solution? I am attaching some pictures to make it easier to understand.

The easiest way is to build a structure from scrap wood.
