Now, I'm no expert but I'm pretty sure it's regular hollow concrete, like this:

It might also be blue concrete, but it definitely shouldn’t be in this house.

Please check what you use to fasten into masonite. In this house, they actually didn't even use insulation, just studs.
 
Drill holes where the railing is to be attached, if there is a gap between the board and the old wall, fill it with foam sealant (carefully, not too much!). If it fills out sufficiently, the board will become completely rigid there, and you can screw the railing without the board bending. Unless you screw with enormous torque, of course.
