How to cross insulate with vertical paneling?

If you have vertical cladding, you need horizontal battens.

The studs in the exterior wall are vertical. If you want to cross-insulate externally, there will be a layer of horizontal studs on top of the vertical ones that make up the wall.

Does having horizontal studs against horizontal battens work?
