Set up a curtain rod in the ceiling in the basement and it was anything but easy with the nail plug I had available. I drilled 6 mm holes, but even though they were deep enough, I couldn't drive in the nail. Then I drilled them up to 7 mm and applied a bit of "No more nails." It should hold for the load, but it wasn't smooth.

What should one use to quickly install something in a rock-hard concrete vault? I have a few more curtain rods and possibly some acoustic panels to put up as well and want to avoid repeating the procedure above. They preferably shouldn't be too long so that I don't have to worry about hitting a water pipe.
 
Feels spontaneously like using a plug and screw is a better option. If you have drilled with 6 mm then a plug for the same dimension and a suitable screw intended for the plug and what you are going to attach to the ceiling.

A nail plug might not have the best ability to take hanging loads.

Agree with screw and plug as long as the loads are small. For large loads, concrete screws are excellent, and they are available in small dimensions and are removable.
