How do I do this here?

After we took down the lamp in the hallway, it looked like this, see image.
How do I restore it to look like the rest of the ceiling? The lamp should go up but it has a smaller base.
I thought about scraping the loose part and then painting the unpainted area before painting the whole ceiling.
Or should I use filler?
Tips are appreciated.

Looks like it's just the paint that's come off? Don't putty if it's smooth, it should be fine to just sand and paint.

The color has indeed come off. I'll try painting.
