We have relaid the paving stones at the front, and now, in hindsight, we feel that it's a bit too far down from the ledge to the stones, especially for the children who are 1.5 and 3 years old.

I have a few stones left - see the right in the picture - and I was thinking that maybe I could "build" a step and use the stones as treads.

- Can you "build" directly on the stones? They are likely to shift over time, aren't they?
- Maybe you could cast a form to attach the paving stones to? Same issue there - it might shift underneath, right?
- Is there anything else that can be done, preferably using the stones as treads/steps?

We probably shouldn't have placed the stones there without building/casting first, but hindsight is 20/20. I prefer not to remove the stones.

Height from ledge to stones: 25cm
Width of the ledge: 140cm
Stone thickness: 4cm

Yes, the best thing is to remove the tiles and do a proper groundwork for the step. But (I'm just speculating here, feel free to correct me if someone actually knows), I wonder if you couldn't lay a sheet of tar paper against the tiles, build a form, reinforce and pour concrete, then set the remaining stone tiles. The tar paper should ensure that the step and underlying tiles can move relative to each other, and the weight of the concrete should be enough for the step not to move easily.

I'm thinking of building a step with stones similar to those in the picture.
Unfortunately, I'm at work, so I found a picture online.
I can take a picture when I get home if it's unclear :)

Yes, that sounds like a good idea - floating. Is there anyone who doesn't think it's a good idea and if so, why?

I have also considered that but probably want to use the tiles I've used for the walkway up to the door. Or do you mean I should encase the stones with my tiles?
 
If you want tiles that are the same as the stones, go with the other suggestion (not mine). :)
In my eyes, it will both look nice and last.
