Bought a house 3 years ago with a hopeless entrance staircase construction (see pictures) which we have renovated twice a year but have now given up and want to build something more permanent/maintenance-free. Under the stairs is a basement room.

I'm thinking of building over the construction with some kind of decking stairs, what wise thoughts/ideas do you have for other solutions?

I think the shape of the staircase is silly because it "misses" the entrance door. The staircase can spread out on the sides, but the toffelveranda should not end in mid-air. Before deciding how to rebuild the staircase, you should check its step measurements in depth and height. Twice the step height plus a step depth measured in cm should be 60-62. If it doesn't match, you should remove the old staircase before building a new one.
 
I'm just a layman but I think it looks like a step too far, it must be hopeless to walk in.
My tip is to remove it completely and start anew.
