Hello,
A house with an air/water heat pump and a wall between the basement and the crawl space (not an exterior wall) has these penetrations for pipes and cables between the pump and the outdoor unit.
What is the best way to seal it?
It seems like the cables should also be placed in conduits or something similar.

It will probably be different answers depending on what you want to seal against. If it's to prevent mice from getting in, we've sealed with steel wool that is pressed into the holes (they don't seem to like chewing through it), but if it's for drafts and warmth, you can seal with insulation or foam.

I don't think the pipes move (sic!) so there's probably no risk that the insulation of the electrical cables gets worn out, so putting them in pipes is probably not necessary.

Thanks, it's a combination of mice/drafts/heat and also a touch of aesthetics.
