It probably doesn't have a name. It's just some special screw that the manufacturer has chosen to prevent you from tampering with the inside of whatever it is.

Looks more like a riveted extension cord than an outlet. I haven't seen an outlet that's not meant to be opened and have cables connected to it. If it's as I suspect on an extension cord, it probably won't help to successfully open it since there are probably riveted connections inside there as well.
