I am going to renovate an old storage room attached to the house, which I plan to turn into a bedroom.

The space has previously been an extension and was originally a carport and a cold storage room. The carport was converted into a bedroom, and the storage room was remodeled. The roof has been extended with roof trusses, and there is insulation above as well. Two of the storage room walls are exterior walls, and two are interior walls, so you can better understand the layout.

I have now removed the old floor and the chipboard that served as the interior walls. The house stands on a crawl space, and when the carport was converted, a slab was poured, followed by the construction of Leca block edges to match the height of the rest of the house. It now turns out that the storage room also had a poured slab under the floor and then floor joists to reach the same level, meaning no Leca blocks here (since there was no space, I assume, as the slope goes down towards the old carport).

Since I wasn't the one who did the extension, I have no idea whether this slab is insulated or not. When I stamp on the floor, it feels "hollow." Does this mean it might be insulated?

My plan is to build this up again with 45x195 joists (the old ones were neither cc600 nor 45 dimensions) on the old sill, but the question is whether a moisture-insulating mat is needed underneath first, like Platon? The sill is 28mm high, so there is already an air gap between the concrete floor and the joists.

Here's how I plan to do it:

- Parquet/Laminate
- Vapor barrier (or whatever the flooring manufacturer requires)
- Heat distribution plates with underfloor heating pipes
- Grooved flooring chipboard
- Insulation 165mm
- Polystyrene 30mm (Instead of subfloor. Kept in place with nail plates attached to the underside of the joists)
- Floor joist 45x195
- Sill 28x120
- Existing air gap of about 20mm
- Existing concrete floor

Comments on whether this will work or not? Is a moisture-insulating mat needed on the slab? Anything else?

If it was originally built as a carport & cold storage, it can be suspected that the slab is not insulated. It may also depend on the year(s) it was built or modified.

Does the slab have a capillary-breaking layer of macadam or gravel underneath?
Is there any indication of moisture penetration in the slab?
 
I may have expressed myself a bit vaguely. When it was a carport, there was no concrete slab at all; all of this was done during the extension. When they poured the concrete, it was done at different levels, like a reclining chair, you could say, where the lowest level was used for the room that was made. When it was built up with leca, a crawl space similar to the rest of the house was created, with the difference being that there is a concrete slab at the bottom and the subfloor board comes half a meter above that slab.
In the room I am going to fix now, it is cast at the same level as where the subfloor board lies in the other room. I can even see the floor joists and insulation of the other room in mine as there is no partition stud between the rooms at the beam level.
