I have an old, heavy chandelier that I want to hang from the ceiling in my 50s apartment. The ceiling is (probably) made of concrete. What should be used to ensure the most secure mounting possible? I don't want to risk the beauty falling down.

Yes, I will definitely do that. I'm 99% sure it's concrete. What would you use to hang a heavy crystal chandelier from a concrete ceiling?
 
Expansion bolt.

Be sure that you are not trying to drill holes in electrical conduits or rebar.

Nylon plugs can probably support 10-20 kg with some safety if the concrete is healthy. If the load is greater than that, I would use chemical anchor instead.

It is quite common to have a thick layer of plaster on the concrete. You can hardly hang anything on plaster.
