I am building a staircase of paving stones. I glued and used regular joint sand. Now after winter, it turns out that the stones have been loosened by ice that formed in the joints.

I am going to build a similar staircase again and this time try to seal the joints in some way. Do you have any suggestions on what I should use? If possible, I would like to use something similar to the tile grout used indoors since I will also be grouting a bit horizontally.

Mortar has a grain size of 0-3 which is larger than the joint itself, should one mix something themselves? For example, some joint sand+cement. I need some tips here. It's okay if all the stones in the staircase are fixed together, it is on a stable foundation.
