Gluing age-resistant foil to concrete. With what?

My friend who doesn't have an account here needs to glue PE foil in the crawl space. Against concrete beams. Älvsbyhus.
What is best to use?
Duct tape doesn't hold.

Stone glue? Spread/stick it on?

Maybe a strip that clamps it on the outside?

But I have no idea if it's okay.

Prime the concrete and maybe use butyl tape? Not sure how the butyl tape handles temperature fluctuations though.
