We have 26mm internal diameter sleeves in the wall, and then 25mm outer diameter stainless steel pipes that will go into the sleeves to support a countertop. Obviously, the pipes are a bit loose, and we need to adjust them up and down a bit (the play) and glue them with some adhesive that becomes rigid to hold them in the final position.

I don't think PL400 becomes rigid. Chemical metal is too viscous, so it won't work. Is there a good epoxy adhesive that becomes rigid that could be used? It can't have too quick a curing time as we may need about 15 minutes to glue and adjust all the pipes.

Any good alternatives?
 
Chemical anchor maybe, but it cures pretty quickly.
