We have 26mm internal diameter sleeves in the wall, and then 25mm outer diameter stainless steel pipes that will go into the sleeves to support a countertop. Obviously, the pipes are a bit loose, and we need to adjust them up and down a bit (the play) and glue them with some adhesive that becomes rigid to hold them in the final position.
I don't think PL400 becomes rigid. Chemical metal is too viscous, so it won't work. Is there a good epoxy adhesive that becomes rigid that could be used? It can't have too quick a curing time as we may need about 15 minutes to glue and adjust all the pipes.

Epoxy should work well but it needs to be protected from UV radiation (sunlight). I like Casco for home use:

I've used Bostik's Epoxy "Extra strong" a bit and I find it becomes quite hard. It's not a fast epoxy so it cures slowly, about 1.5-2 hours before it starts to cure. Available, for example, at Cheapy: http://www.cheapy.se/webapp/wcs/sto..._Epoxylim_25702_46____ProductDisplayErrorView
