Construction adhesive like PL400 should probably work if you want to glue it to the concrete. Test with a small leftover piece first to see if it adheres properly.
When the rain hits, it finds its way onto the floor. So, I want some kind of elevation to stop it a bit. Only bikes will be rolled over it, so it should last until the kids move out. I'll try with PL400.Mats-S said:

Construction adhesive like PL400 should probably work if you are going to glue it to the concrete. Test with a small scrap first to see if it sticks properly.
Read a bit on this page as EPDM is usually a bit tricky to glue..
I believe that regular construction adhesive won't hold as the adhesion to the rubber will be too poor..

I have a similar strip mounted on my swing gates. I skipped the glue and instead mounted them using an aluminum strip that I screwed at about 15cm cc. The EPDM is thus clamped between the aluminum strip and the door leaf.

EPDM is very non-porous but flexible and therefore difficult to glue. You should thoroughly research which adhesives work for your application, otherwise it will just come loose over time.
