My partner and I are thinking of re-wallpapering one of our walls (external wall) and there are quite large creases that seem to go through all the layers of wallpaper. Okay, we'll remove all the old wallpaper, we thought. We did a test on a small spot and to our surprise, the inner layer of wallpaper was a thicker cardboard (lumppapp?) and inside this, there are crossed fibers. What is this? We have never seen anything like it.
I should add that the house is a brick house built in 1952.

That's reed with a layer of plaster on the outside. The best thing you can probably do is to tear off only the outer layer of the wallpaper and then putty any unevenness.
 
That foam wallpaper can be difficult to remove, as you might not be able to soak through the plastic to dissolve the adhesive.

In that case, 6 mm renovation gypsum might be an easier option, or even just an Easy Cover wallpaper. They are likely at the same price level, so I would choose the gypsum.
 
Thank you for the answers. I could never have guessed that they would have used reed and plaster. It feels very foreign for this part of the country (Övik). It doesn't really feel like plaster but more like cardboard, but nothing is impossible.

I'll probably go with renovation plasterboard, that feels easiest.
 
However, many wallpapers are "strippable," meaning you can tear off the surface layer, leaving only the backing paper behind. Try it in a corner!

Scrape away any loosely attached wallpaper—pay special attention to corners and trim. On paper-backed vinyl and textured wallpapers, the entire surface layer is pulled off. Old overlapping seams should be sanded down or cut away and filled in. Other holes and uneven areas must also be filled in over the entire surface. Larger holes should first be repaired with wall fix or similar. Lightly sand all filled surfaces. Dust and pre-glue filled surfaces with diluted adhesive according to the package instructions.
