Haha, I stumbled upon those cones a couple of weeks ago as well actually. They were around 3-400:- each. It gets a bit financially demanding.

but back to the subject. Shouldn't there be a layer of plasterboard ABOVE the insulation before the floor structure to the neighbor above?

if they are wooden floor beams, there are certainly 2 layers of gypsum under the floor beams and a chipboard above.

there are plenty of different hoods for spotlights that you mount above.

I would guess that the floor structure is built like this example. Quite standard
