You have cast a fitting for the flagpole in a tube, if it is a paper tube then wait at least 2 weeks before loading it, if it's a plastic tube, the wait is at least 4 weeks. The water must have a chance to get out of the concrete.
Yep, a sturdy plastic tube! ;)
 
What refill are you using/going to use, just a pipe straight down can in my opinion be a bit thin, even if it is 1.4 meters down there are no large areas (30 cm around) that need to hold against it. Now it was only a 9-meter rod, so the leverage is not so significant on a flag with the dimensions of approximately 2.40 m along the rod.

You explicitly stated that you hadn't found information about curing/drying time. I provided just that.
Others have provided more or less approximate calculations.
What kind of answer were you actually expecting?
"On Thursday at 15:42, you can flag at full capacity!"?

It depends on whether you should fly the flag at full or half mast. Or if it's just a pennant. Quite complicated calculations.

Furthermore, TS should also do like the Norwegians and water their flagpole, and it will be just fine.
