Hello,
I am going to drill some hooks into a concrete wall on the balcony (possibly into the brick too) in a house from maybe 1980.

1) Since it is outdoors, I wonder if I need to seal in some way to prevent moisture from entering the drill hole.

2) Is there anything else to consider compared to drilling into a concrete wall indoors?

A wall is usually not particularly exposed to direct moisture. But in case of heavy rain and strong side winds, it may naturally rain somewhat against the facade.

You might be able to push in some silicone into the drill hole before you insert the plug. Then at least you don't have to worry about rainwater running into the drill hole.
