My neighbor and I would like to run a cable between our apartments. Since we live above each other, we think the balcony is a good place to drill the hole.

Could it affect the structural integrity of the balcony if I drill a 10-12mm hole through the slab inside one of the inner corners, about 10 cm from the edges (i.e., the walls of the balcony)?
 
Erhm, have you received permission from the landlord, the board of the housing association, or equivalent? I assume none of you own the house, right?

No, it will not affect the structural integrity, but don't drill too close to an edge because there is a high risk of cracking.
After you have run the cable through, seal with suitable exterior sealant so that moisture doesn't reach the reinforcement inside the concrete.

Thanks for your response. I will remember to seal it. How far from the edge should one drill? Is 10 cm sufficient?

feels less invasive than just drilling in the apartment floor. Do you have a better suggestion?

At least 50mm from an outer edge, often the reinforcement is 30mm in, so I would start with 50-70mm.
