Today we had a 5-year inspection of the balconies in our housing association. Since I've noted that there is a crack (about 60cm) (picture 1) (not repaired) since the 2-year inspection and that parts of the surface appear cracked (picture 2), my question to the inspector was: "Is this OK?" The answer was: "If it's cracked on the underside (picture 1), then it's a defect that needs to be addressed. Picture 2) The cracking was just surface cracks, so we will have to live with it."

My question is, is this the correct stance:
1. that it must be cracked all the way through to the underside to be considered a defect?
2. The surface cracking was not noted as an issue.

Balconies are always an upcoming problem. It actually requires a lot to prevent fine cracks in the concrete.
