The house from -64. Tearing up the wooden floor in the basement. Under the wooden floor, there are joists and insulation. Below that, there's a black layer of something, which I don't know.

What is the black layer that was applied to the concrete, before the insulation and joists were added? Could it contain asbestos?

Probably tar/asphalt.

Looks like asphalt-like, some more experienced fox here in the forum will give you the answer :)
 
What can make it unpleasant is if "the black", which constitutes a moisture barrier, contains coal tar. It has been prohibited since sometime in the mid-1970s because it is hazardous to health. But asbestos, no, most certainly not.
