here's the situation, I'm sitting and looking around at some options, as I need another room and it just so happens that we have a patio that is on the same foundation as the house and consists of cement flooring and some metal walls with windows in broad strokes now to some questions.

If one were to tear down walls and roof (plastic roof) and then build and insulate properly, would a building permit be required? if it already exists on the house's drawings?

Then what should be done to do it "properly," and by that, I mean if you could describe from the cement slab upwards,

Since what you are going to do will change the appearance of the facade, it requires a building permit.

Regarding construction techniques, I hope that the slab is insulated. If not, you should probably try to add insulation to the floor. Then insulate the ceiling and walls as if you were building a house for real.
