I have a prefab concrete staircase about 40 years old that cracked this winter. It feels like I will have to replace the entire staircase with something else because it probably can never be repaired? Cracked surface on a 40-year-old prefabricated concrete step with exposed aggregate, alongside a black shoe for scale. Cracked old concrete step with a pebble finish; shoe visible for scale.
 
It looks like the stair nose is about to break off due to reinforcement corrosion. It could be repaired by removing the bad concrete and recasting/repairing, but it would probably be difficult to make it look good. The stones on the surface also make it tricky to form without the concrete running away.
The staircase will probably continue to crack in more places in the next few years.
It is old enough that carbonation and possible thaw salts accelerate the degradation.
The best option is probably to replace it completely within a few years.
