Does anyone know how large a concrete plinth needs to be to support 30kN? The ground consists of moraine.

There are a number of combinations, what are your requirements in terms of dimensions? For example, how long do you want it?
 
In moraine, the pressure against the ground should be less than 200 kPa (kilopascal), i.e., 200 kN/sqm. 30/200*10000 = 1500 cm2, i.e., just under 40x40 cm at the base.

It might not be the governing factor, but sure, considering the ground pressure, yes. Then you also need to check for, among other things, sliding, overturning, reinforcement needs (crack reinforcement), localized crushing, and buckling.
 
Of course, the concrete must hold, but that's probably the lesser problem in this context, especially if it's about small low footings. But maybe that's what TS wanted to know more about.
