What can happen is that it's warmer outside than inside the garage, and then the moisture barrier is, so to speak, on the wrong side, i.e., there's a risk of condensation inside the wall. In practice, there probably aren't too large temperature differences for extended periods, so the risk should be quite small.
If you have the rest wrapped in plastic, it's probably just as well to do the same with the ceiling.
Then you can consider maintenance heating so that it at least remains frost-free. A garage is a good storage place, not just for cars, and being frost-free provides increased possibilities. For example, waterborne paint.

If I enclose the ceiling, insulate, and add a vapor barrier, then it becomes a cold attic that I have no control over. Maybe I should install a hatch in case someone needs to crawl up into the attic? Or is it unnecessary?
