Found the same question from 2018. But does free height mean from the stair nose height between the stair nose and possibly ceiling or beam to hit your head on?
I have a staircase at an angle that goes down under the kitchen, initially I thought not to have any base cabinet in the corner, just a countertop and closed off towards the kitchen, but now see that with a 10cm plinth I can walk freely in the staircase (I am 182cm) the free measurement is about 192cm where you walk. I can only with effort and very strange walking style hit my head. It's a new build if that matters?
