I have a staircase (apparently built in the 1930s) consisting of solid stair treads (removed a similar one, had to lift each tread with a scoop...).
Now, over the years, someone has done a bit of patching on some treads and thrown on paint that flakes off on others directly.

What type of mortar would you recommend for this - it's the entrance, with gravel below, but no roof so it does get snow in the winter, etc., so it's quite exposed, of course. I've found a gap between two steps that needs to be repaired as well. After that, I think I’ll put some paint on it, in which case, what type? Since I'm not entirely sure what material the foundation is actually made of, I would greatly appreciate any tips. It doesn't need to last another 100 years but preferably not crack the morning after, I'd like to do it properly.

One step (the picture where it's a bit lighter) seems to have some layer of plaster - if I tap there, it sounds a bit more hollow, so I assume it’s been patched, but it's firmly attached.
