Went to look at a house yesterday but got a bit confused by the building material/insulation in the basement wall.

It looked like a cross between tagliatelle and shredded newspaper, pressed into blocks and then seemed to be smeared with fine concrete (?) in spots.

I assume it was some sort of lightweight concrete blocks on the outside, but what's the other stuff for?

Wood wool reinforcement. Insulates.
 
Wood wool dipped in cement does not absorb moisture. It has been used on exterior walls that were then plastered. It has insulating properties... that's what I know about it, does anyone know more? We actually have this under the cladding on our house.

still manufactured, insulation ability about half of gullfiber. have 50mm boards on the inside of the concrete hollow block in our house from -52, then plaster on the inside of it.
