Ah, forget the Russian, peak oil, meteor, and natural disasters. We're talking zombies. And unfortunately, a shelter is not a good option.
It might work initially during the epidemic's spread. But it's a death trap in the long run.
Get proper equipment and a plan to leave the city/community you live in.

I think it is irrelevant why yrrol or anyone else should have a shelter.
You can use a shelter as anything you want in peacetime, such as a workshop.
It just has to be convertible into a shelter within 24 hours in the event of, for example, war or some other disaster.
You can get grants to build a shelter, so why not build one and have it as an extra space.

The reason is highly relevant. Is he protecting himself against radioactive fallout? Biological weapons? Chemical weapons? Meteors? Falling moons? Zombies or digging Chinese? The shelter must be designed according to the threat. All shelters are built the same way, i.e., they should withstand a certain external impact without collapsing.
If you want it to withstand, for example, radioactivity or bio weapons, you supplement with appropriate filters.
Shelters are not built against floods.
Any preschool child understands that you build levees against flooding.

Can we get a hint about what kind of threat it's supposed to protect against? Sudden violent lateral forces? Weather impact? Are you supposed to be there for a few hours or several months?
There are a variety of shelters, all constructed in very different ways. During the Cold War, there were even private individuals with enormous shelters where you could protect yourself from bomb impacts, radioactive materials, chemical weapons, and cold winters.
So can we know a bit more? The location is also very significant; if you're protecting against nuclear weapons, a valley is preferable, but against floods, heights are preferable. So... Can we get a bit more info?

if the world uses the weapons they have against each other, then there's not much point in having a shelter on Earth. okay you have food rations in your bunker. at some point you want to go out of there. do you then have an NBC suit?

Many years ago, I was close to building a shelter to create a good workshop.
In peacetime, you can use it for whatever you want as long as it can be restored within 24 hours to a shelter in case of, for example, war.
The cost then was negligible as you got a lot of grants at that time.
It was much cheaper to build a shelter than to expand.
Now it didn’t happen because there was a separation insteadq(;^

I looked a bit at the rules that were linked at the beginning and it seems like it's for when the municipalities are going to build, and then the question is if you want to get funding, must you allow others to use it and therefore meet all the requirements in that list? I was thinking about the minimum number it should be built for, which was 30 people, and that you should count on 0.75 sqm/person, which feels really cramped because it would mean that on the area of a masonite board, 4 people should live
and then it adds that you would have space for cooking and a toilet for the number you could fit in there, so if you were to build a 70 sqm shelter, it would be space for 60 people +4 toilets and a kitchen for cooking for 60 people + water storage of 6 cubic meters in 50-100 liter containers that were reusable and of course electricity and communication part meant solely for those rooms, and if it's a requirement to get funding, those are not small requirements they have, but maybe it's different when you're building a shelter as a private person???
Then, practically speaking beyond that, there were a few other things that cost, like casting 30cm thick double-reinforced walls and a 40cm thick double-reinforced roof, and ventilation requirements with filters that can handle most things, or is it more that you should have a significantly higher protection than if you were to be in the house above ground, and then it's up to each individual how safe they want to be in their own shelter?

A few days ago, Russia practiced dropping 2,000 paratroopers in 30 minutes to take a lightly guarded/unmanned airport and hold it until the remaining regular units arrive.

Personally, I don't believe in shelters anymore.
Rather in good vehicles, fuel, and food, along with a survival plan.
Most likely, you flee whether you want to or not. I spoke with a colleague who had a short time to pack and get on buses and leave - they didn't know where to, then soldiers came and put notices on their houses and suddenly they were claimed by the new owners/soldiers. Fun...
And I also don't think it's the Russians who are the threat, but another group that has advanced quickly and brutally without caring about sanctions or anything else that would slow Putin.

The stuff you mention will be in high demand, so you might want to invest in something more so you don't get robbed
