Blue concrete is not directly unhealthy, is it? It can cause elevated radon levels in the house to the same extent as the elevated radon levels in mines. But in the short term, it is comparable to regular concrete.
Blue concrete primarily comes in the form of lightweight concrete blocks.
I would guess that what the neighbors are referring to is that the board could be an asbestos-containing eternit board.
But someone else should make that diagnosis. No danger, by the way, as long as you don't break it.

It's not blåbetong anyway. I agree with the above that it could be an asbestos-containing eternitskiva. Take a close-up of the back so we can give an assessment with high certainty!

It was a very strange picture. At first, it looked like an asbestos board. Then the board looks curved in the picture. Most resembles metal.
Asbestos or cement-based board would be my guess.
Take a picture so one can see the side of the board.
