We are planning to remodel the kitchen at home. Currently, there is an old potato cellar under the house that is no longer used. Previously, one accessed it from outside, but the entrance was closed up when the drainage was done. I am considering making a hole in the floor with a hatch to access the cellar, but, of course, I want the hole to be as small as possible. So my question is, how steep can the ladder/stairs to the cellar be, and how large does the hole need to be for this?

The cellar height is about 210-220cm.

If the space under the kitchen is only used in exceptional cases, a hatch could be the solution, as you suggest. In the houses built in the 30s and 40s, the stairs were steep, maybe 75-80 degrees, not a comfort feature, pretty much like the slope of a regular household ladder.
 
A straight staircase also requires quite a large opening, when going down you don't want to hit your head on the edge of the hatch. So the opening must be a little "longer" than the staircase.

A vertical ladder requires the smallest hatch.

The idea is that the cellar should only be used as a food storage, maybe a few other things as well. So it will probably have to be a steep solution, I think. But I got a bit tempted by Pucco's tips.
 
An access hatch should be at least 30*40cm, then it's up to you how comfortable/uncomfortable you want the descent to the basement...
