I am going to install an interior wall in my garage. Now I am wondering what is the best way to attach the sole plate to the concrete slab? (insulated slab) Do you need to have some type of plastic under the sole plate when it is directly on the concrete?
You can probably use age-resistant plastic film just as well as roofing felt, underlayment felt, sill paper, or foam sill insulation. (As mentioned, there are many alternatives)
Perhaps roofing felt or foam strips provide somewhat more protection against free-flowing water on the floor, as the sill will be a few mm higher from the floor.
But some form of moisture insulation is strongly recommended, unless the wall is purely a temporary thing that will be removed within a year or so.

Steel or wood sill?
We attach all sills with expansion bolts, or through bolts as they are also called:

10mm sill insulation under steel sills, plastic sheeting under wood.
