The storm has knocked our fence down. The fence stands on bricks, 3 bricks high where the fence post stands. The fence is only attached to the top brick with some kind of bolt. Between the bricks, there was some type of glue, but it has obviously not been strong enough to withstand the wind forces.

Is it possible to fix this without removing everything and installing ground spikes?

A suggestion we received from an acquaintance is to drill holes from above and through the three bricks and then drive down rebar. But will it hold?

You have a tight fence, so sturdy materials are required for it to hold up.

We have a fence where the coils cover 50% of the fence's surface (similar to yours if you remove all the coils on one side), with 900mm high coils. We have buried 500mm high plinths, the plinths have a coarse threaded rod for height adjustment of the post base, which is of the U-type. From the top of the plinth to the bottom of the post base, it's about 8cm. The plinths are spaced approximately 2.4m apart, and during the last storm in fall/winter, the fence along almost the entire length (about 25m) bent, with the top of the posts shifting up to 300mm sideways.
The full lattice, which is about 1.80m high and about 8m long, held up. It stands with 9 fixed plinths that have two irons (one on each side of the post) that are about 30*200*2mm.
 
Oh no, it didn't sound fun that your fence bent despite the plinths!

I'm not really sure if we should "take a chance" and hammer down rebar. The problem isn't just that it's a lot of work to remove the old and dig down plinths. Our fence goes up and down in waves. Where the posts are, it's 3 stones high, otherwise, it's only one stone high. So it might be necessary to build a completely new fence, or at least replace the fence sections where it's higher if we're going to dig down plinths.
