I'm renovating a small toilet and today I tore out the floor chipboard. I discovered that there was nothing between the floor joists and the foundation wall (a low crawl space foundation), you can see directly and actually almost under the facade boards. The loose fill is directly against the foundation wall. There doesn’t seem to be a proper sill, as the wall studs are standing vertically directly on the foundation wall.

Of course, I want to do something about this, especially since I want to protect the insulation from moisture from the foundation wall. The gap from the foundation wall to the first horizontal stud is about 80 mm.

Difficult to see, but isn't it the case that the "syllen" is the horizontal beam and it's elevated for some reason? Uneven foundation wall? Placing a more normally placed beam there seems like a time-consuming effort, but if you can lift the wall studs slightly to get some sill paper underneath, you prevent potential capillary forces. If they can't be lifted a few mm, you can always support from below; with a multicutter, saw a bit off at the bottom and then prop up once you have placed the sill paper underneath.
