Question about precast concrete

I am not sure that this is the best place for this question but probably you can help me with an advice or a reference where could I find the answer.

I would like to know in which stage during building design it is completely clear that building will be constructed using precast concrete not mix concrete (in-situ)? Is it before "systemhandling", during "systemhandling" or "bygghandling" stage?

My (uneducated) guess would be that the final decision about the actual method and material to use is a part of the "systemhandling" that will be in place when the actual constructing starts, which then will suddenly change its name into "bygghandling". So, during "systemhandling" is what i suppose to be an (again, uneducated) answer to your question.
