Wooden deck on sloping felt roof

Hello,
I am planning to build a deck on my approximately 3x3 m roof. The roof slopes a bit.
Two questions:
1. Is it OK to place the joists directly on the tar paper? Yes, one could put an extra piece of tar paper.
2. How do you smartly secure the deck so it doesn't "slide" down or blow away?

Has anyone successfully done a similar job? I would be very grateful to hear about your experiences.

At the risk of finding out I've done it wrong, I asked our builders about just this. I was advised to use extra felt and then place it directly on, and that it didn't need to be fixed since it's not likely to fly away considering the weight. It's been standing for five years now.

I have a similar setup on my house, but on a metal roof. I redid it a while ago after 16 years, and they had placed the deck floating on the metal, it looked great underneath. So just some extra roofing felt and it should probably float. The railing is a U, and the ends are attached to the house.
