Hello everyone!

I'm really new to construction, materials, and fixing.
I was wondering if anyone could help me.

In the basement of the house from '44, we have some peeling near the floor. It was drained in the '90s, but there are a lot of plastic mats and paint that don't let moisture through. I would guess that's why it's peeling? What do you think?
Then I'm wondering if I can identify what materials are involved? That is, what should I use to fix it after I've sanded off the paint? See the first two pictures.

The main question: in one room, the wall isn't hard but sounds hollow. I dug out with a knife and found wood? Is it gypsum with wooden studs inside? Does anyone know what this is and can I just tear it down? See the last two pictures.

Isn't it special that it is in one room but not the other four in the basement? Or was it done like that?
