I have a scratch on my window sill. I'm now wondering if it will rust, are they stainless or how does it usually look? They are white.

They are normally not stainless. They are often (not all I think) however galvanized. In that case, it will not start to rust just because of a scratch.

I believe that most pre-painted (often plastic-coated) window sills, whether purchased as finished products from building merchants or made by a metalworker, are made of galvanized sheet metal. Black sheet probably doesn't appear in such contexts today. However, it is always advisable to paint the scratch so that the rest of the paint doesn't come off.
