Damaged window frame with torn paint and exposed wood, possibly due to stuck frame during renovation; tools visible. I had my windows renovated and they got stuck because the paint around the frame wasn't dry when they were closed. I was instructed to tap on the window at the edges so it would open. That didn't go so well and a rather large part of the frame came off when the window opened. What do you think, better to fix it with wood filler, sand and paint or try to glue the piece back and spackle and paint…?

Take a fein and saw as straight as you can, then split a furubit to the same dimensions and glue as well as nail it. Then it's time for the brush.
 
Those who renovated your window should fix that. You expected the window to remain operable after the renovation.
