We are planning to prepare a bedroom in the basement. The house was drained fairly recently, but one of the room's walls is facing an attached garage and therefore lacks insulation and an air gap on the outside.

The exterior walls are studded but not the interior walls, so to make the right decision now as we renovate, I wonder why the exterior walls were studded. Is it to get a smooth surface, or does moisture movement cause the wallpaper not to stick there? There is no insulation behind the wallboard.

Now I'm taking a chance, but it was probably done to get a nicer surface.

Then framing it out is to allow it to be ventilated and thereby reduce moisture migration, provided that the studs are not directly against the basement wall because then there is a risk of moisture migration into the framed-out wall.
