I am planning to build a small edge outside the threshold of the basement door to keep the water away even though there is a drain there. It's about 3 cm up to the threshold from the concrete floor. Which mortar works well if you want to build a small wall about 3 to 4 cm thick that withstands water and cures quite quickly?

Basically any cement-based mortar... Fine concrete, tile adhesive, house fix, etc. Clean and wet the concrete floor thoroughly so that it adheres well.
No concrete is completely waterproof, but maybe it's enough to stop the water with a barrier?
